As a resident of Saskatoon and a member of the CRPA board of directors, I was unanimously elected by the board to represent CRPA! It was an excellent opportunity to introduce CRPA to conference delegates over a coffee or lunch break.<\/p>\n<p>The conference featured many industry leaders and excellent speakers and included talks on a variety of technical aspects of the nuclear industry. A major theme of the conference was small modular reactors (SMRs).<\/p>\n<p>For those of you who may not be aware, SMRs are, as the name implies, small nuclear power plants. They are small enough to be constructed off site and delivered by truck in a nearly ready-to-use state. The power output is typically in the megawatt to tens of megawatts range. The design is intrinsically safe and uses modern technological safety systems. There are currently no fewer than 10 units at the pre-licensing, vendor-design-review stage with the Canadian Nuclear Safety Commission (CNSC).<\/p>\n<p>As we swelter in the 2018 summer heat across our great country (a high of 37\u00b0C forecast in Saskatoon as I write this in my air-conditioned office!), it is easy to appreciate that the worldwide need for power will continue to grow. The best method to generate power is a debate for another forum.<\/p>\n<p>What intrigued me at the CNS conference was the healthy debate about how to discuss risks and benefits of SMRs with prospective clients. Communicating risk is a critical component for any discussion on safety hazards. After all, exposure to ionizing radiation is only one of many hazards we face in the workplace. In radiation protection speak, we consider justification and optimization as fundamental to determining controls. There are regulatory limits we must adhere to in our planning and practice, but we all work hard to maintain exposures as low as reasonably achievable (ALARA).<\/p>\n<p>Determining what is \u201creasonable\u201d requires leadership, as well as input, from all levels of an organization and\/or community. Risk perception can be widely variable among individuals, even in the same household or workplace. The perception of a hazard and the associated risk depend on things like knowledge, trust, and experience; it is often described as being part of an organization\u2019s culture and is determined by (you guessed it\u2014the theme from our CRPA\u00a02018 Quebec City conference) the human factor.<\/p>\n<p>Whether or not SMRs become a source of power for any community remains to be seen. It was interesting to see that the proponents understood that successfully siting a SMR would require a healthy risks-vs.-benefits discussion and that, without support or buy-in from the community, the chances for success were low.<\/p>\n<p>On behalf of the CRPA board of directors I\u2019d like to thank the CNS for the opportunity to attend its excellent conference.<\/p><\/div><\/div>\n<div class='content-column one_half last_column'><div style=\"padding-left:10px;\"><div style=\"padding: 0 0 0 20px; border-left: #dddddd 1px solid;\">\n<p>La Soci\u00e9t\u00e9 Nucl\u00e9aire Canadienne (SNC) a tenu son 38<sup>e<\/sup> congr\u00e8s annuel, Notre avenir nucl\u00e9aire\u00a0: d\u00e9fis et innovation, du 3 au 6 juin 2018, \u00e0 Saskatoon, en Saskatchewan.<\/p>\n<p>L\u2019ACRP dispose d\u2019un protocole d\u2019entente avec la SNC qui pr\u00e9voit la participation r\u00e9ciproque d\u2019un repr\u00e9sentant aux congr\u00e8s annuels. En tant que r\u00e9sident de Saskatoon et membre du conseil d\u2019administration de l\u2019ACRP, j\u2019ai \u00e9t\u00e9 \u00e9lu \u00e0 l\u2019unanimit\u00e9 par le conseil pour y repr\u00e9senter l\u2019ACRP! Il s\u2019agissait d\u2019une excellente occasion de faire conna\u00eetre l\u2019ACRP aux d\u00e9l\u00e9gu\u00e9s du congr\u00e8s lors des pauses-caf\u00e9 ou des d\u00eeners.<\/p>\n<p>Plusieurs leaders de l\u2019industrie et d\u2019excellents conf\u00e9renciers \u00e9taient r\u00e9unis au congr\u00e8s o\u00f9 divers aspects techniques de l\u2019industrie nucl\u00e9aire ont \u00e9t\u00e9 abord\u00e9s. Par exemple, un des th\u00e8mes principaux du congr\u00e8s \u00e9tait les petits r\u00e9acteurs modulaires (small modular reactors ou SMRs).<\/p>\n<p>Pour ceux d\u2019entre vous qui l\u2019ignorent, les SMR sont, comme leur nom l\u2019indique, de petites centrales nucl\u00e9aires. Ils sont suffisamment petits pour \u00eatre construits hors site puis livr\u00e9s par camion dans un \u00e9tat quasi pr\u00eat \u00e0 l\u2019emploi. La puissance est g\u00e9n\u00e9ralement de l\u2019ordre du m\u00e9gawatt \u00e0 une dizaine de m\u00e9gawatts. La conception est intrins\u00e8quement s\u00e9curitaire et utilise des syst\u00e8mes de s\u00fbret\u00e9 technologiques modernes. Pas moins d\u2019une dizaine d\u2019unit\u00e9s sont pr\u00e9sentement en r\u00e9vision de conception du fournisseur en vue de l\u2019octroi d\u2019un permis par la Commission canadienne de s\u00fbret\u00e9 nucl\u00e9aire (CCSN).<\/p>\n<p>Tandis que nous sommes \u00e9cras\u00e9s par la chaleur partout au pays en cet \u00e9t\u00e9\u00a02018 (au moment d\u2019\u00e9crire cet \u00e9ditorial dans mon bureau heureusement climatis\u00e9, on pr\u00e9voyait 37\u00a0\u00b0C \u00e0 Saskatoon!), il est facile de comprendre que mondialement, les besoins \u00e9nerg\u00e9tiques continueront \u00e0 cro\u00eetre. Quant \u00e0 savoir quelle est la meilleure m\u00e9thode pour g\u00e9n\u00e9rer de l\u2019\u00e9nergie, cela demeure un d\u00e9bat pour un prochain forum.<\/p>\n<p>Lors du congr\u00e8s de la SNC, j\u2019ai trouv\u00e9 int\u00e9ressant le d\u00e9bat constructif sur la fa\u00e7on de discuter des risques et des avantages des SMR avec des clients potentiels. La communication du danger est un \u00e9l\u00e9ment essentiel dans toute discussion sur les risques pour la s\u00fbret\u00e9. Apr\u00e8s tout, l\u2019exposition \u00e0 des rayonnements ionisants n\u2019est qu\u2019un des nombreux dangers auxquels nous sommes confront\u00e9s dans un milieu de travail. En mati\u00e8re de radioprotection, nous consid\u00e9rons la justification et l\u2019optimisation comme essentielles \u00e0 la d\u00e9termination des contr\u00f4les. Il existe des limites r\u00e9glementaires que nous devons respecter dans notre planification et nos op\u00e9rations, mais nous travaillons tous \u00e0 appliquer le principe ALARA (as low as reasonably achievable) afin de maintenir les expositions aussi basses qu\u2019il soit raisonnablement possible de le faire.<\/p>\n<p>D\u00e9terminer ce qui est \u00ab\u00a0raisonnable\u00a0\u00bb n\u00e9cessite du leadership ainsi que l\u2019implication de tous les niveaux d\u2019une organisation ou d\u2019une collectivit\u00e9. La perception du risque est tr\u00e8s variable selon les individus, m\u00eame au sein d\u2019une maisonn\u00e9e ou d\u2019un milieu de travail. Ainsi, la perception du danger, et du risque qui y est associ\u00e9, d\u00e9pend des connaissances, de la confiance et de l\u2019exp\u00e9rience. On la d\u00e9crit souvent comme faisant partie de la culture d\u2019une organisation et elle est d\u00e9termin\u00e9e par le facteur humain (mais vous l\u2019aviez devin\u00e9 puisqu\u2019il s\u2019agissait du th\u00e8me du congr\u00e8s\u00a02018 de l\u2019ACRP, \u00e0 Qu\u00e9bec).<\/p>\n<p>Reste \u00e0 voir si les SMR deviendront une source d\u2019\u00e9nergie dans une collectivit\u00e9 donn\u00e9e.
