In November 2018, the General Conference on Weights and Measures (CGPM) is expected to approve a redefinition of the International System of Units (SI), so that the seven base units\u2014metre, second, kilogram, ampere, kelvin, mole, and candela\u2014will be defined in terms of fundamental constants. These will include:<\/p>\n<ul>\n<li><em>h <\/em>(Planck\u2019s constant)<\/li>\n<li><em>e<\/em> (charge of the electron)<\/li>\n<li><em>k<\/em><sub>B<\/sub> (Boltzmann constant)<\/li>\n<li><em>N<\/em><sub>A<\/sub> (Avogadro constant)<\/li>\n<li><em>c<\/em> (speed of light in vacuum)<\/li>\n<\/ul>\n<p>Work has been going on for many years to carry out the measurements to enable this redefinition, and the National Research Council Canada (NRC) has been a leader in the determination of Planck\u2019s constant. Defining Planck\u2019s constant will mean that the kilogram will no longer be defined as a piece of platinum-iridium alloy known as international prototype kilogram (IPK) and the base SI system will finally be independent of unique artifacts that require very careful curating.<\/p>\n<p>The impact on measurements and calibrations of this redefinition will hardly be noticeable, but the redefinition will provide a more consistent basis for the SI system. So, watch for celebrations come World Metrology Day[<a href=\"#a1\">1<\/a>] in May 2019!<\/p>\n<p>The Bureau International des Poids et Mesures (BIPM), located just outside Paris, France, has all the information you could ever desire on the SI redefinition. If you\u2019re interested, check out <a href=\"https:\/\/www.bipm.org\" target=\"_blank\" rel=\"noopener noreferrer\">www.bipm.org<\/a>.<\/p>\n<h1>Revision of ionizing radiation measurement standards<\/h1>\n<p>Just in case you were worried, redefining the base SI units will have no impact on measurements in ionizing radiation metrology. That is, unless you can measure absorbed dose with an uncertainty better than 10 parts per billion! However, before that redefinition happens there will be a change in some ionizing radiation standards, for a completely different reason.<\/p>\n<p>In October 2016, the International Commission on Radiation Units and Measurements (ICRU) published <a href=\"https:\/\/icru.org\/content\/reports\/key-data-for-ionizing-radiation-dosimetry-measurement-standards-and-applications-icru-report-90\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Report 90, Key Data for Ionizing-Radiation Dosimetry: Measurement Standards and Applications<\/em><\/a>. This report made some recommendations that, if adopted, would impact a number of primary standards, and therefore the calibration of user instruments.<\/p>\n<p>In 2017, the Consultative Committee on Ionizing Radiation (CCRI) met at BIPM and approved the adoption of these recommendations. The CCRI is the forum for all national primary and secondary dosimetry laboratories worldwide, where national standards are compared and metrology issues are discussed. (It\u2019s not as dry as it might sound!) The implementation date for these ICRU 90 recommendations is January 1, 2019, and NRC is on schedule to meet that deadline.<\/p>\n<p>The magnitude of the changes is significantly greater than will be caused by the redefinition of the SI. Major changes can be summarized as follows:<\/p>\n<ol>\n<li>All Co-60 air kerma primary standards based on cavity ionization chambers worldwide will change by approximately 0.7%. The primary impact of this will be felt in the radiation protection community, since radiological protection instruments are generally traceable to air kerma. Users will see a decrease in their chamber\u00a0calibration coefficient,\u00a0<em>N<\/em><sub>K<\/sub>, of approximately 0.7%. Cs-137 air kerma calibrations provided by NRC are traceable to the same Co-60 primary standard and so will be impacted at the same level.<\/li>\n<li>The stated uncertainty on kV X-ray air kerma calibrations will increase as a result of the ICRU 90 re-evaluation of the uncertainty in <em>W<\/em><sub>air<\/sub> (the average energy required to produce an ion pair in air). <em>W<\/em><sub>air<\/sub> is the constant that effectively converts from exposure to air kerma.<\/li>\n<li>There will be changes in the determination of air kerma at low kV energies (particularly below 50 keV) due to recommendations on correction factors required for primary standard free-air chambers. The magnitude of the change is energy dependent, but will not exceed 0.5%.<\/li>\n<li>At NRC (among other standards labs), the standard for air kerma strength for Ir-192 is based on measurements in Co-60 and medium-energy X-rays, and therefore there will be a change in the standard as a result of (2) and (3) above.<\/li>\n<li>There will be no change in neutron survey meter calibrations. Also, there will be no change in calorimeter-based absorbed-dose-to-water calibrations (at Co-60 and MV photon energies). This is perhaps more relevant to radiation therapy physicists.<\/li>\n<\/ol>\n<p>So, the changes are significant in terms of primary standard dosimetry laboratories, and users with stable equipment and careful procedures will likely be able to measure the effect, but it is not anticipated that there will be any significant impact on end-user activities.<\/p>\n<p>The changes are generally smaller than typical uncertainties for radiation protection measurements. A number of publications have already come out in the refereed literature on the impact of the ICRU recommendations (e.g., <a href=\"http:\/\/iopscience.iop.org\/article\/10.1088\/1681-7575\/aacb01\/meta\" target=\"_blank\" rel=\"noopener noreferrer\">Burns and Kessler<\/a>, <a href=\"https:\/\/aapm.onlinelibrary.wiley.com\/doi\/abs\/10.1002\/mp.13027\" target=\"_blank\" rel=\"noopener noreferrer\">Mainegra-Hing and Muir<\/a>) and these can provide more context and detail on the recommendations and their metrological impact.
