Osborne Founder\u2019s Award<\/h2>\n<h4>Jeff Dovyak, RNMT, CRPA(R)<\/h4>\n<p><strong>Corporate Radiation Safety Officer,\u00a0<\/strong><strong>Winnipeg Regional Health Authority<\/strong><\/p>\n<p>Jeff Dovyak has been a member of CRPA since 2004 and is a member of the Canadian Association of Medical Radiation Technologists (CAMRT), an association for medical radiation safety officers and health physicists. Jeff has been a nuclear medicine technologist for over 20 years, and his understanding of the principals of radiation protection was rewarded when he was appointed radiation safety officer (RSO) for the Winnipeg Regional Health Authority in 2003 and then, in 2006, the corporate RSO managing multiple sites within the Winnipeg Health Authority.<\/p>\n<p>He has served the regulated community in his capacity as RSO by helping to bridge the gap between practical applications of radiation protection and the regulated expectations for nuclear medicine departments. He often brings forth solutions and guides fellow RSOs, both in the nuclear medicine field and in other industries with elements relating to radiation protection.<\/p>\n<p>Jeff\u2019s has been very involved within CRPA since he joined the association in 2004. He has presented many talks on implementing radiation safety programs and procedures, often challenging standard practices in emergency management.<\/p>\n<p>After challenging the CRPA(R) exam at its inaugural sitting in 2005, Jeff joined the Registered Radiation Safety Professionals Registration (RRSP) subcommittee to help promote and manage the examination process, which he continues to do to this very day. In 2008, Jeff became the first Western Provinces\u2019 representative on the RRSP committee. He has served three terms. He was the chair of the Registration Examination subcommittee and is now chair of the RRSP committee.<\/p>\n<p>Jeff joined the Board of Directors and served as a director from 2011 to 2013. He became president elect in 2013 and then president in 2014. Jeff was a key member of the By-Laws Committee during his presidential term and helped the association transition from the old standing By-Laws to the new regulations for not-for-profit corporations.<\/p>\n<p>He also spent a year on the Rules committee before chairing the local organizing committee for the Winnipeg conference held in 2015.<\/p>\n<p>Currently, Jeff sits as a CRPA(R) member of the CRPA-CNSC Working Group, which was developed following a recommendation by of the RRSP committee. The working group facilitates collaborative information sharing between the regulator and the licensed community. Jeff provides endless feedback on ongoing challenges affecting regulated parties and how legislative changes will affect businesses.<\/p>\n<p>Jeff has played a huge role in enhancing the reputation of the association, promoting the CRPA as well as the CRPA(R) and its merits, and encouraging participation in association activities and recruiting members from the field of nuclear medicine. Jeff will continue this pursuit as he takes another term as president elect in 2017.<\/p>\n<p>It is for these reasons, and his commitment to the CRPA and profession, that he is worthy of the 2017 Richard V. Osborne<\/h2>\n<h4>Jeff Dovyak, RNMT, (A)ACRP<\/h4>\n<p><strong>Responsable corporatif de la radioprotection, Office r\u00e9gional de la sant\u00e9 de Winnipeg<\/strong><\/p>\n<p>Jeff Dovyak est membre de l\u2019ACRP depuis 2004 et membre de l\u2019Association canadienne des technologies en radiation m\u00e9dicale (ACTRM), une association pour responsables de la radioprotection m\u00e9dicale et radiohygi\u00e9nistes. Jeff est technologue en m\u00e9decine nucl\u00e9aire depuis plus de 20\u00a0ans. Sa compr\u00e9hension des principes de la radioprotection a \u00e9t\u00e9 r\u00e9compens\u00e9e lorsqu\u2019il a \u00e9t\u00e9 nomm\u00e9 responsable de la radioprotection (RRP) pour l\u2019Office r\u00e9gional de la sant\u00e9 de Winnipeg en 2003. Puis, en 2006, il a \u00e9t\u00e9 nomm\u00e9 responsable corporatif de la radioprotection, g\u00e9rant plusieurs sites de l\u2019Office r\u00e9gional de la sant\u00e9 de Winnipeg.<\/p>\n<p>En sa qualit\u00e9 de RRP, il a servi la collectivit\u00e9 r\u00e9glement\u00e9e en aidant \u00e0 combler le foss\u00e9 entre les applications pratiques de la radioprotection et les attentes r\u00e9glement\u00e9es des d\u00e9partements de m\u00e9decine nucl\u00e9aire. Il am\u00e8ne souvent des solutions et guide d\u2019autres RRP, tant dans le domaine de la m\u00e9decine nucl\u00e9aire que dans d\u2019autres secteurs avec des \u00e9l\u00e9ments li\u00e9s \u00e0 la radioprotection.<\/p>\n<p>Depuis qu\u2019il est devenu membre de l\u2019association en 2004, Jeff s\u2019est beaucoup impliqu\u00e9. Il a donn\u00e9 plusieurs pr\u00e9sentations sur la mise en \u0153uvre de programmes et de proc\u00e9dures de radioprotection, remettant souvent en question les pratiques courantes en gestion des situations d\u2019urgence.<\/p>\n<p>Apr\u00e8s avoir subi l\u2019examen de l\u2019(A)ACRP \u00e0 sa s\u00e9ance inaugurale en 2005, Jeff est devenu membre du sous-comit\u00e9 de l\u2019agr\u00e9ment des professionnels de la radioprotection agr\u00e9\u00e9s (PRPA) pour aider \u00e0 promouvoir et \u00e0 g\u00e9rer le processus d\u2019accr\u00e9ditation, et il en est toujours membre. Il est devenu pr\u00e9sident d\u00e9sign\u00e9 en 2014. Pendant son mandat pr\u00e9sidentiel, Jeff \u00e9tait un membre cl\u00e9 du comit\u00e9 des r\u00e8glements g\u00e9n\u00e9raux et il a aid\u00e9 l\u2019association \u00e0 passer des anciens aux nouveaux r\u00e8glements pour les organisations \u00e0 but non lucratif.<\/p>\n<p>Il a aussi fait partie du comit\u00e9 des r\u00e8glements avant de pr\u00e9sider le comit\u00e9 organisateur local pour le congr\u00e8s de Winnipeg en 2015.<\/p>\n<p>Pr\u00e9sentement, Jeff si\u00e8ge en tant que membre (A)ACRP du groupe de travail ACRP-CCSN form\u00e9 sur recommandation du comit\u00e9 des PRPA. Le groupe de travail facilite l\u2019\u00e9change de renseignements entre le r\u00e9gulateur et les titulaires de permis. Jeff fournit une r\u00e9troaction in\u00e9puisable sur les d\u00e9fis continus que doivent affronter les parties r\u00e9glement\u00e9es et sur la fa\u00e7on dont les changements l\u00e9gislatifs vont avoir un effet sur les entreprises.<\/p>\n<p>Jeff a jou\u00e9 un r\u00f4le d\u00e9terminant en rehaussant la r\u00e9putation de l\u2019association, faisant la promotion de l\u2019ACRP, de l\u2019(A)ACRP et de sa valeur, tout en encourageant la participation aux activit\u00e9s de l\u2019association et le recrutement de membres du domaine de la m\u00e9decine nucl\u00e9aire. He has been a Natural Sciences and Engineering and Research Council of Canada (NSERC) and University Network of Excellence in Nuclear Engineering (UNENE) industrial research chair in health physics and environmental safety since 2008.<\/p>\n<p>Edward\u2019s research focuses on nuclear safety and safeguards to secure nuclear radiation sources, including counterterrorism measures, emergency responses, and environmental effects associated with nuclear power plants in Canada. In the area of health physics, Edward conducts risk-based analyses of radiation exposure and investigates ways to ensure exposure is as low as reasonably achievable. His research also explores the impact of low doses of radiation on non-human species. A prominent five-year delegate with the North Atlantic Treaty Organization (NATO) working group investigating radiation bioeffects and countermeasures, Edward has been researching radiological dispersal devices and their effects for more than 15 years.<\/p>\n<p>Edward developed and patented a novel radiation triage mask to rapidly identify and assist with treatment strategies for those who have been internally exposed to radioactive isotopes generated by dirty bombs. The patented radiation triage mask determines the type of exposure and amount inhaled, allowing first responders to quickly establish a course of treatment and save lives.<\/p>\n<p>Edward is part of an international research team designing a novel sensor for an improved landmine detection system, an invention that is currently being used in countries where landmines are prevalent. He is the first Canadian academic delegate appointed to United Nations Scientific Committee on the Effects of Atomic Radiation and works closely with the International Atomic Energy Agency (IAEA).<\/p>\n<p>He joined UOIT in 2003 as an associate professor, was appointed professor in 2009, and was named associate dean of Graduate Studies in 2011. In 2015, Ed served as interim dean of Graduate Studies, then interim dean of Faculty.<\/p>\n<p>Before joining UOIT, Edward spent 15 years with Science Applications International Corporation dealing with threat assessment, health physics, and applications of radiation.<\/p>\n<p>Edward Waller has dedicated his career to protecting the safety and security of Canadians by innovating ways to reduce the threat of radiation exposure from nuclear disaster. We proudly nominate Dr. Ed Waller for the 2017 Distinguished Achievement Award.<\/p><\/div><\/div>\n<div class='content-column one_half last_column'><div style=\"padding:0px 0px 0px 10px;\"><div style=\"padding: 0px 0px 0px 20px; border-left: #dddddd 1px solid;\">\n<h2>Prix Accomplissement distingu\u00e9<\/h2>\n<h4>Ed Waller, Ph.\u00a0D., CHP<\/h4>\n<p><strong>Professeur, Chaire de recherche industrielle CRSNG-UNENE en radioprotection et respect de l\u2019environnement, Facult\u00e9 des syst\u00e8mes \u00e9nerg\u00e9tiques et des sciences nucl\u00e9aires, IUTO<\/strong><\/p>\n<p>Un des principaux sp\u00e9cialistes de la radioprotection du monde, Edward Waller est professeur \u00e0 la Facult\u00e9 des syst\u00e8mes \u00e9nerg\u00e9tiques et des sciences nucl\u00e9aires de l\u2019Institut universitaire de technologie de l\u2019Ontario (IUTO) et un des membres fondateurs de la facult\u00e9 de l\u2019Institut. Depuis 2008, il a \u00e9t\u00e9 titulaire d\u2019une chaire de recherche industrielle du Conseil national de recherches en sciences naturelles et en g\u00e9nie du Canada (CRSNG), et du R\u00e9seau d\u2019excellence universitaire en g\u00e9nie nucl\u00e9aire (UNENE), en radioprotection et en respect de l\u2019environnement.<\/p>\n<p>Ses recherches portent sur la s\u00e9curit\u00e9 nucl\u00e9aire et sur les mesures de protection pour s\u00e9curiser les sources de rayonnement nucl\u00e9aire, y compris les mesures antiterroristes, les mesures d\u2019urgence et les effets environnementaux associ\u00e9s aux centrales nucl\u00e9aires du Canada. Le masque de triage de rayonnements brevet\u00e9 d\u00e9termine le type d\u2019exposition et la quantit\u00e9 inhal\u00e9e, permettant aux premiers\u00a0r\u00e9pondants de rapidement \u00e9tablir un traitement et de sauver des vies.<\/p>\n<p>Edward fait partie d\u2019une \u00e9quipe de recherche internationale qui con\u00e7oit un nouveau capteur pour un syst\u00e8me am\u00e9lior\u00e9 de d\u00e9tection des mines terrestres, une invention actuellement utilis\u00e9e dans les pays o\u00f9 les mines terrestres sont r\u00e9pandues. Premier d\u00e9l\u00e9gu\u00e9 universitaire canadien \u00e0 \u00eatre nomm\u00e9 au Comit\u00e9 scientifique des Nations Unies pour l\u2019\u00e9tude des effet des rayonnements ionisants, il travaille en \u00e9troite collaboration avec l\u2019Agence internationale de l\u2019\u00e9nergie atomique (AIEA).<\/p>\n<p>Il s\u2019est joint \u00e0 l\u2019\u00e9quipe de l\u2019IUOT en 2003 comme professeur associ\u00e9, a \u00e9t\u00e9 nomm\u00e9 professeur en 2009 puis doyen associ\u00e9 des \u00e9tudes sup\u00e9rieures en 2011. En 2015, Ed devient doyen int\u00e9rimaire des \u00e9tudes sup\u00e9rieures, puis doyen int\u00e9rimaire de la facult\u00e9.<\/p>\n<p>Avant de rejoindre le personnel de l\u2019IUOT, il a pass\u00e9 15\u00a0ans \u00e0 traiter l\u2019\u00e9valuation des menaces, la radioprotection et l\u2019exposition \u00e0 des rayonnements avec la Science Applications International Corporation.<\/p>\n<p>Docteur Edward Waller a consacr\u00e9 sa carri\u00e8re \u00e0 assurer la s\u00e9curit\u00e9 des Canadiens en trouvant de nouveaux moyens de r\u00e9duire la menace d\u2019exposition aux rayonnements en cas de catastrophe nucl\u00e9aire.
